Chapter Bylaws of
Holy Rollerz Christian Car Club

The rules of conduct and governing procedures apply to all members and chapters.

Article I: General Provisions
Section 1: Name
The name of this non-profit organization is and shall be the Holy Rollerz Christian Car Club, also referred to as HRC3.
Section 2: Insignia
- Official Logo: The HRC3 logo(s) is to be used only by members in manners
deemed proper by Corporate HRC3. The logo may not be added to, altered or
manipulated unless deemed appropriate by Corporate HRC3.
- Vehicle Decals: Only official members may have the HRC3 windshield decals displayed
on their vehicles.
- Publications: Publications of HRC3 include but are not limited to, chapter newsletters, decals, brochures,
business cards, websites, apparel and corporate newsletters. No member may produce
publications, graphical or tangible, without prior written approval of Corporate HRC3. (read more)
- T-shirts: shirts are available to be purchased by members and non-members.
Corporate HRC3 reserves the right to buy back a shirt from any member for
any reason deemed necessary. (i.e. member termination)
Section 3: Bylaw Agreement
All members shall read the Chapter Bylaws, Corporate Bylaws, and Policy and
Procedure Manual (PPM), as amended from time to time, and agree to abide by
said documents in a written agreement and shall submit said agreement to the
Sergeant-at-Arms before voting privileges are granted.
Article II: Purpose
Section 1: Statement of Faith

We believe that the Bible is the inspired and infallible Word of God, fully authoritative for all matters of faith and practice.

We believe that God is the personal, transcendent, and sovereign Creator of all things.

We believe that all people are, by nature, separated from God and are responsible for their own sin, but that salvation, redemption, and forgiveness are freely offered to all by the grace of our Lord Jesus Christ.

We believe that there is one God, in three persons: the Father, the Son and the Holy Spirit.

We believe in the gifts of the Holy Spirit mentioned in the Scriptures, and that they are valid for today if they are exercised within the scriptural guidelines.

We believe that Jesus Christ, born of the Virgin Mary, fully God and fully human, is both Lord and Savior.

We believe That Jesus Christ suffered and died on the cross for human sin, that He was raised bodily on the third day, and that He ascended to Heaven and sits at the right hand of God the Father.

That Jesus Christ will come again to judge the living and the dead and to reign over all things.

That salvation comes not by works, but only by God’s grace through faith in Jesus Christ.
While Holy Rollerz holds to these beliefs, we welcome any believer in the Christ who has a sincere desire to grow closer to Jesus. Our desire is to share in the fellowship of Christ in a way that brings glory to God, avoiding division, and to share in His Agape love.
IMPORTANT NOTICE
To be a member of the Holy Rollerz Christian Car Club, membership applicants should be in essential agreement with the preceding doctrinal statement.
Section 2: Mission Statement
The Corporation is organized for charitable, educational and recreational
purposes. The goal is to spread the Word of God throughout the community and to
provide a positive environment for automotive enthusiasts.
The Mission is accomplished through:
- Christian fellowship
- Charity
- Community service
- Local Meetings
- Seminars
- etc.
Article III: Membership**
Any Christian person is eligible to become a member of HRC3, eligible to serve in its
areas, and participate in Holy Rollerz events. Chapter membership may not be available
in all areas. Nationwide membership is not available within a certain radius of a chapter.
That radius is usually 20-30 miles, but is at the discretion of each chapter.
Section 1: Membership status
Section 2: Good Standing
The term “Good Standing” is used to denote a member who is active and able
to vote and fully participate in all functions. To gain and maintain good standing a
member must maintain a balance under $40 and maintain the attendance policy
(Article VII, Section 3b.)
Article IV: Governmental Bodies and Officers
Section 1: Officers
- The Officers shall be a representative body, who shall be duly appointed in
concordance with the provisions of the Bylaws, all whom shall be active
members in good standing.
- Powers: Actions of the Officers shall be binding unless overruled by a 2/3rd
vote of chapter.
- Quorum and Meetings
- Officer Meetings: Officer Meetings will be set by current Officers.
2/3rd of the voting members of Officers shall constitute a quorum for
the transaction of business.
- Chapter Meetings: Chapter meetings shall be set by the Officers. 50%
+ 1 of the members in good standing shall constitute a quorum for the
transaction of business.

- Monthly reports
- Attending 75 % of all activities
- Train replacements
Section 2: Ad-hock Positions and Committee
Ad-hock positions and committees may be formed as needed for specific
functions appointed by the Officers.
Article V: Appointments and Eligibility
Section 1: Applications
Applications must be turned into the President two (2) weeks prior to elections.
President may approve or deny applications.
Section 2: Interviews
- People present at interviews should include all persons on the officer board
that are not returning and or running unopposed and the President.
- All interviews shall be run in thirty minute time slots over the span of one or
two days.
- Interviews shall be asked a number of questions relating to the job description
of the office they are seeking, previous experience, and leadership style. All
interview questions should be the same for persons seeking the same position.
- Process of selection will be by consensus of Officers present. If a decision
cannot be made a simple majority vote will be taken.
- President shall inform candidates of the decision by phone or in person once a
decision is made.
Section 3: Transition period
There should be a transition period for the outgoing Officers to train the incoming
Officers.
Section 4: Special Circumstances
In the event of a special circumstance (extreme vacancy, suspension, or other
condition) an officer meetings shall be held at the discretion of the Chapter
Officers and elections
should be held in a reasonable time.
Article VI: Standards Board
Section 1: The Standards Board
The chapter Standards Board consists of 5 members, of which no more than three (3) of
them can be officers. Those members should be nominated by the Sergeant-at-Arms and
appointed to the board by the chapter for their qualities of being fair and just. The
Sergeant-at-Arms, Chair of the Standards Board, facilitates issues that arise amongst
chapter members and that need to be addressed by the chapter. Certain circumstances
require the Sergeant-at-Arms to work with the member individually; however, in most
cases, the Standards Board is asked to have an impartial meeting to determine the
behavior in question and its appropriateness.
HRC3 sees sanctions that are imposed not as a punishment, but as an opportunity
for a member to learn and grow from the experience.
Section 2: Offenses
- Violation of Bylaws
- Conduct unbecoming of a member as defined but not limited to the Behavioral Guidelines
- Financial Delinquency
- Any other violation listed in Article 11.
Section 3: Hearings
All hearings shall be closed. Specific details of rights of accused and hearing can
be found in chapters Policy and Procedure Manual (PPM.)
Section 4: Rewards
Along with sanctions, the Standards Board facilitates issues that arise to praise
chapter members before the chapter. This can include acts of charity, personal
achievement, etc.
Section 5: Appeals
To appeal a Standards Board decision or sanction you must go to Corporate
HRC3.
Article VII: Meetings
Section 1: Order of Business:
The agenda shall be set by the Chair of the meeting. A published copy shall be
given to each member in attendance.
Section 2: Types of Meetings
- Canceled
- Chapter
- Emergency/Mandatory
- Special
- Ministerial
- Car Shows
- Officer
- Impromptu (spur of the moment)
Section 3: Attendance
- Roll Call: Attendance will be taken at the beginning of the business portion each meeting by the
Secretary.
- Active Members: All Active Members are expected to attend 50% of all
scheduled Chapter Meetings and events each month and one (1) Bible Study.
All members will be
given 30 days prior notice for non-regular events.
Those planned with less
than 30 days notice will not count for attendence.**
- Officers: All Officers are required to attend 75% of all scheduled Chapter
Meetings and events each month. Additionally Officers are required to
maintain all Officer Meetings each month.
Section 4: Conducting Business
- Quorum and Voting: to have a binding vote on an issue, quorum must be
present. Voting will be a show of hands unless a secret ballot is requested.
- Voting by Proxy: A member in good standing will be permitted to vote by
proxy. The vote must be sealed and must be written to specifics. The sealed
vote must be given to the Secretary prior to the vote being taken.
Article VIII: Alcohol
Section 1: Rules and Regulation:
No member shall drink alcohol before or at any HRC3 sponsored event. No
member shall consume alcohol while displaying the club insignia in any form on clothing
or vehicles as we are at all times representing HRC3 and its principles. HRC3 does not
tolerate the consumption of alcohol.
Article IX: Fees, Dues, Taxes and Assessment
Section 1: Dues
Dues for an active member will be $10 per month**. It is due by the first meeting of
each month.
Section 2: Fines
There will be a $5 fine issued to a member if they are late with their monthly
Chapter dues**.
Article X: Budgets
The Treasurer will prepare a quarterly budget and present it to the Chapter for approval.**
Article XI: Sanctions
Section 1: Offenses
- Violation of Bylaws, PPM, financial responsibility, Behavioral Guidelines and/or oath of duty or
office.
- Conducting oneself in a manner unbecoming of a member.
- Failure to maintain Alcohol Policy
- Lack of Participation
Section 2: Sanctions
If a problem cannot be solved by the chapter it must go before Corporate
HRC3
- Financial: Any member with an account over $40 will be placed on probation,
and will be put on a payment plan.**
- Probation: The term probation is used to denote a member who is not able to
vote or participate in social activities. Probation can be given for a number of
reasons, and cannot last longer than 3 months per offense. Reasons for
probation include:
- Balance over $40 **
- Not attending at least one (1) charity in quarter **
- Loss of license due to moving or speeding violations
- Excessive warnings of language or unbecoming behavior
- Not following Bylaws
- Not following Alcohol Policy
- Suspension:
The term suspension is used to denote a member who is not able to participate
in any activities sponsored by the HRC3. Suspension can be given for a
number of reasons, and cannot exceed one year. After suspension the person
may reapply for membership for HRC3.
Reasons for suspension include.
- 3 quarters of probation
- Street Racing
- DUI/DWI
- Fighting
- Requested by member to deal with personal situations, but have the
intention of returning
- Permanent Suspension: No Chapter or Officer can permanently suspend any
member. Permission must be secured by Corporate HRC3.
Article XII: Amendments
Amendments may be proposed by any member and presented to the Officers.
Amendments will be proposed prior to the business meeting, waited on one week,
brought up again at the next meeting, and then voted in by 2/3rd vote.
Article XIII: HRC3 Enabling Clause
HRC3 agrees to abide by the policies of Corporate HRC3 as well as all
Federal, State, and local laws. HRC3 must approve these Bylaws and any
revisions or amendments prior to implementation. These Bylaws may never be
permanently suspended or neglected. Upon dissolution or termination of a
Chapter of HRC3 all funds and materials raised for that Chapter will be
immediately turned over to Corporate HRC3.
